The end of São Paulo’s single-fan policy at state derbies could be edging closer after police met Anatorg representatives to assess a new plan.

Meu Timao reports that a 49-page study was delivered at Drade during talks between senior officers and the National Association of Organised Fans.

Titled Pelo Fim da Torcida Única, it urges a technical review of the away-fan ban and a phased rollback of the single-fan policy.

The measure has been permanent since 2016 for matches between Corinthians, São Paulo, Santos and Palmeiras, and the Campinas derby Guarani v Ponte Preta, and its effectiveness has been questioned.

The study argues violence was not eliminated but displaced to peripheral areas, stations and highways. It says incidents in and immediately around stadiums fell from 39.3% to 10.7%, while episodes farther away rose, hindering prevention.

It proposes an integrated risk model centred on individual accountability, noting the state can manage mixed crowds, as shown at the 2024 Supercopa in Minas Gerais between São Paulo and Palmeiras under coordination by the São Paulo Military Police and Drade.

Technology is deemed key, including facial recognition at stadiums over 20,000 capacity to end anonymity. A gradual return via test events is outlined, starting with 10% away allocations, trackable tickets and coordinated travel, plus post-match reports, shared governance and civil-society involvement led by Anatorg.
