Flamengo ask regulator to review and possibly block Vasco SAF sale to Marcos Lamacchia | OneFootball

Flamengo have asked the Agência Nacional de Regulação e Sustentabilidade do Futebol to review, and potentially veto, the proposed sale of Vasco’s SAF to Marcos Lamacchia. According to Globo.com, an investment agreement for the purchase is being pursued.

Flamengo say the Financial Sustainability Regulations forbid any person or company from holding control, direct or indirect, or significant influence over more than one club. Marcos is the son of José Lamacchia and stepson of Leila Pereira, Palmeiras president until December 2027. Flamengo president Bap has criticised the plan.

The rules define significant influence as the power to steer financial or operational policy, wield a relevant veto, appoint key executives, or hold, alone or with others, more than 10% of voting rights via agreements or qualified vetoes. Financing covenants that confer decision power also count.

Before Flamengo’s move, the agency had already notified Vasco about reports of talks with the Lamacchias. José Lamacchia is a guarantor of the deal. Last month, father and son gave interviews about buying Vasco’s football.

ANRESF has requested clarifications from Vasco on the negotiations and the terms of any possible sale to Marcos Lamacchia. The club currently has time to respond to the regulator.

Flamengo’s filing also cites article 62 of the Lei Geral do Esporte. The law bars anyone involved in the voting capital or management of one professional sports organisation from simultaneously taking part in another of the same kind competing in the same professional competition.
