According to L'Équipe, the French government plans to toughen reporting rules for fans under administrative stadium bans and double their maximum length via interior minister Laurent Nunez's Ripost bill.

Article 4 would lift the cap from 12 to 24 months and make police check-ins automatic during 24-hour windows before or after games. The Senate also proposes adding public insults or incitement to hatred or discrimination to the grounds.

A source close to the process says pre and post-match reporting could mean near-daily check-ins for clubs in Europe, estimating a PSG fan under an IAS could face 210 days a year. Senators have voted amendments keeping the 12-month ceiling and barring check-ins in the 24 hours around fixtures, though the ANS believes the government could try to remove them in the National Assembly.

The interior ministry argues a 24-month limit would cover court timelines and says only one check-in would be required, either before or after a match. The National Association of Supporters contends the measures undo 2023 reforms agreed by consensus and lack supporting evidence.

The ANS says IAS are preventive, not punitive, so automatic reporting would be disproportionate and curb freedom of movement. It also warns against conflating discriminatory speech with mere provocation and notes the 24-hour windows appear drawn from away-fan travel bans, not IAS. The bill now moves through parliament under scrutiny from supporters' groups.
