Just in: Chelsea send official €40 million offer for Barcelona homegrown star today – Romano

With only a couple of days left before the transfer window comes to a close, FC Barcelona are working hard to retain the services of young midfielder Fermin Lopez, who is a target for Chelsea.
The Blues have held direct talks with the 22-year-old attacking midfielder’s entourage in recent days and have made their interest known.
Barcelona, for their part, have maintained that Fermin is not for sale and have slapped a €90 million price tag on him to dissuade interested parties.
However, that has not stopped Chelsea from testing the waters, with Fabrizio Romano coming forward with the latest scoop on the developing story.
As per the transfer expert, Chelsea have sent an official written offer worth €40 million to Barcelona for Fermin Lopez today.

The offer is understood to have been sent forward to the Blaugrana by the Blues soon after their Premier League fixture against Fulham earlier today, which they won.
Having submitted the official offer, Chelsea are now waiting for a response from Barcelona, although one can expect the La Liga champions to turn it down, considering it is nowhere near the figure they are demanding for the youngster.
Indeed, Romano mentions that Barcelona mantain their position: of not wanting to sell Fermin this summer despite the bid from Chelsea.
However, the official offer might suggest that the player has given the green light to Chelsea to proceed with it.
Hansi Flick, for his part, expressed confidence about Fermin staying put at the club during his press conference earlier today. But with still time left in the window, anything can happen.
The only way for Fermin to leave would be for him to tell the club to sanction his exit, and as such, his future is now in his hands.
