The Premier League said in a statement that Brian Brobbey committed a holding offence on Calvin Bassey for the Fulham penalty that proved pivotal in Sunderland’s 3-1 defeat.
Referee Craig Pawson initially let play continue after a right-sided free-kick into the box, then, following a VAR review at the monitor, he awarded the spot-kick and booked Brobbey.
Raul Jimenez converted the penalty for his second of the afternoon, only minutes after opening the scoring.
Sunderland briefly hit back when Enzo Le Fee scored from the spot after Ballard was hauled down.
Alex Iwobi sealed it for Fulham on the break.
