Barco made his move to Strasbourg permanent last summer after a successful loan spell, and has gone from strength to strength in Ligue 1.
The 21-year-old has reinvented himself as a midfielder and was a key player for Liam Rosenior when he was in charge.
Chelsea are expected to be busy in the summer after a quiet January, and are reportedly looking to sign another midfielder.
The Blues are said to want to ease the burden on Enzo Fernandez and Moises Caicedo, and have been linked with both Elliot Anderson and Adam Wharton.
Barco has impressed this season with one goal and nine assists in 34 appearances, and is thought to be attracting interest from a number of clubs.
Guillem Balague has claimed Barco is close to Chelsea, and Football London have now reported the Blues are keeping a close eye on the Argentine’s development.
The report adds Chelsea’s sporting directors attend Strasbourg matches regularly due to the nature of their relationship with the Ligue 1 side.
Whilst there almost feels a sense of inevitability the Blues will make a move for Barco at some point, Chelsea have a plethora of midfield options.
As well as Fernandez and Caicedo, Chelsea have talented youngsters Andrey Santos, Romeo Lavia and Dario Essugo.

Unless one of those is leaving in the summer, which can’t fully be ruled out, it’s hard to see where Barco would actually fit in the squad.
It’s plausible Chelsea could look to secure Barco’s signature early to prevent rivals from signing him, and then loan him back to Strasbourg.
