The Blues will pay a fixed fee of £40 million while United retain an additional 10 percent sell-on clause.
Garnacho had already agreed personal terms with Chelsea and has now signed a seven-year contract, keeping him at Stamford Bridge until 2032.
The future of the 21-year-old winger had been up in the air throughout the summer.
Chelsea weren’t the only club interested in Garnacho. He had suitors from top clubs across Europe and Saudi Arabia, but he made it clear he only wanted to join Chelsea.
After a fallout with manager Ruben Amorim, United were keen to sell Garnacho but wanted a premium fee for him.
Garnacho still had three years left on his contract, so United set their initial asking price at £50m. But Chelsea were unwilling to match their demands as they valued Garnacho at just £25m.
Both clubs eventually found common ground and settled on a £40m fee.
Chelsea stepped up negotiations for Garnacho once they agreed a deal to offload Christopher Nkunku to Serie A giants AC Milan.
The Frenchman is set to move to San Siro Stadium in a £36m deal, which includes add-ons and a sell-on clause.
Milan have already agreed personal terms with Nkunku, who has subsequently been granted permission to travel to Italy to undergo medicals and finalise the transfer.
Nkunku had fallen out of favour at Chelsea under Enzo Maresca. The Italian manager struggled to fit him into his tactical system.
The France international’s exit paved the way for Chelsea to seal a deal for Garnacho, but there could be more outgoing transfers in the next couple of days.
