FIFA demands put Bilbao and San Sebastián’s 2030 World Cup plans in doubt

The PNV is casting doubt on Bilbao continuing its 2030 World Cup bid, prompting criticism from traders and hospitality groups. San Sebastián has also joined the rethink.
Lehendakari Imanol Pradales urged calm and backed a rigorous review of FIFA’s requirements before any decision on both cities. He said FIFA staff visited Euskadi in March and set out their demands, some of them new, without disclosing details. According to AS, sources close to the process denied that fresh conditions had been imposed.
A FIFA exclusive use clause requires San Mamés and Anoeta to be cleared of commercial commitments and activities not linked to the tournament from 30 days before the opening match to 7 days after the last game at that venue. Restrictions within 300 metres of the stadiums and the handover of thousands of square metres for FIFA-only commercial areas and operations centres are also specified.
Such rules would make the stadiums the focal point in peak summer, when large concerts are usually staged, and those shows would be cancelled. Nearby urban festivals and popular events could face major logistical issues, and Athletic would need to suspend routine use of the ground and associated facilities.
EH Bildu’s Nerea Kortajarena said the debate exposes an exhausted model of development and urban policy. PP Bilbao spokeswoman Esther Martínez called the PNV’s stance incomprehensible, tabled a motion backing matches at San Mamés, and argued the provincial council is putting obstacles in the way. The PNV cites economic and logistical doubts.
