Mathys Tel has reportedly rejected a move to Tottenham from Bayern Munich.
Fabrizio Romano reports that the 19-year-old has opted to turn down a move to the Premier League club.
Spurs had reportedly agreed a deal with Bayern Munich to sign the youngsters, who has played just eight times in the Bundesliga this season under Vincent Kompany.
But according to Romano, Tel will not be joining Spurs “barring any surprises”.
It comes as a blow to Tottenham, who are seeking new additions to their squad ahead of Monday’s deadline.
Ange Postecoglou’s side have been battered by injuries this season and are still without several key players ahead of their game against Brentford.
Romano claims Tottenham are now considering other targets as they look to sign a forward before the deadline.
Tel, meanwhile, is also considering his options amid interest from other clubs.
Arsenal, Chelsea and Manchester United are among those said to be keen on the Frenchman.
Speaking earlier, Arteta reiterated his desire to bring in a forward before the window shuts.
“I’m very confident in the work that the club is doing and we’re exploring every single opportunity that we believe can have an impact on the team.
“That’s certainly the case, and if we can agree something we will, if not we won’t.
“We are trying everything that we can but I don’t want to give any reassurance or not. I don’t know. It doesn’t depend only on us.
“Our intention is clear but the possibilities are affected by three parties.”
Arsenal have also been linked with a move for Ollie Watkins but now he looks set to stay at Aston Villa, according to boss Unai Emery.
Chelsea boss Enzo Maresca has also not ruled out further signings before the end of the window.
Manchester United, meanwhile, reportedly need to offload players before they could bring in Tel on loan.
