CBF and clubs approve anti-timewasting rules for Brazilian football from next round | OneFootball

The CBF and Serie A and B clubs have approved anti-timewasting rules, to take effect in the next Brasileirão round on 15 and 16 August, with the Copa do Brasil and the women’s top flight also adopting them immediately. The aim is to increase ball in play, and Fifa says the package could add five minutes and 49 seconds per match.

Teams have five seconds for throw-ins and five seconds for goal kicks, otherwise a corner is awarded to the opposition. Substituted players have 10 seconds to leave at the nearest point or the replacement must wait until the next stoppage.

Players treated on the pitch must leave for one minute. Only the captain may speak to the referee. Deliberately covering the mouth while arguing is a red-card offence under the Vini Jr protocol. VAR may check for a potential second yellow, and mistaken corners will be reviewable from 2027.

The IFAB protocol will also apply: if a goalkeeper seeks treatment without a clear injury, an outfield team-mate must stay off for one minute after the restart, or the captain if not possible.

Up to the World Cup break, Brazilian Serie A averaged 52 minutes and 54 seconds of ball in play, short of Fifa’s 60-minute target. Conmebol has cleared all measures for the Libertadores and Sudamericana knockouts except the Vinicius Júnior protocol.

The meeting also began work on 2027 regulations with R$ 200 million for refereeing, and set the next council for 14 September.
