Flamengo council to vote on statute reforms and power structure on Tuesday | OneFootball

Flamengo’s Deliberative Council will vote on Tuesday on a final proposal to reform the club’s statute, a package presented by president Luiz Eduardo Baptista, known as BAP, that reshapes the professional structure.

According to Globo.com, councillors remain split. Supporters argue the 1992 statute needs updating, while opponents believe approval would hand BAP more power and reduce transparency for councillors.

Fifteen blocks of amendments were reviewed, grouping 98 proposals submitted by councillors. The club says roughly three quarters of the suggestions were fully or partly incorporated into the final text.

Key measures include a clearer split between governance, oversight and execution. The new framework would revolve around two leads, a Director-General for corporate management and a Director of Football overseeing the professional team and youth ranks.

Members will also vote on creating a Management Council, the Conselho Gestor (COGE), to supervise the board. The aim is to separate governance from daily operations. BAP would have the prerogative to appoint and remove its members, who would need to report authorisations and changes to him.

The plan further links the annual budget to a three-year plan, a five-year projection and performance indicators. It also amends rules on nepotism and on admitting associates with prior elected roles into the professional structure.

The reform does not envisage turning Flamengo into a Sociedade Anônima do Futebol. If approved, the club would remain a civil association.
