MPRJ opens Maracanã overcrowding probe, Flamengo and Fluminense given 15 days to respond | OneFootball

According to Coluna Do Fla, the Ministério Público do Rio de Janeiro (MPRJ) has opened an investigation into possible overcrowding in sections of the Maracanã at Flamengo and Fluminense fixtures. The clubs and other stadium operators have been notified to explain ticket allocations.

The probe covers matches staged between December 2025 and August 2026, and the clubs have 15 days to respond. The MPRJ has identified indications that ticket issuance for certain sectors may have exceeded authorised capacity.

The investigation aims to compare the number of tickets issued with the actual headcount in each sector. The review will include paid tickets, complimentary allocations and free entries.

Flamengo and Fluminense run the venue through Fla-Flu Serviços S.A. The Ministério Público has also notified the Federação de Futebol do Estado do Rio de Janeiro (Ferj), the Batalhão Especializado de Policiamento em Estádios (Bepe), and the companies FutebolCard and Cognitive Ruptix Solution, which handle ticket sales and logistics.

Flamengo’s largest home crowd this season came in the 2-1 win over Cruzeiro in the Libertadores round of 16, when 72,481 attended, of whom 68,510 were paying. The figure is among the club’s biggest at the Maracanã in 2026.

The inquiry remains at the information-gathering stage and there is no conclusion on any irregularity by Flamengo or Fluminense. The MPRJ plans to analyse the data received against the authorised capacity of each sector.
