Rio prosecutors probe possible Maracanã overcrowding, Flamengo and Fluminense notified | OneFootball

O Ministério Público do Rio de Janeiro has opened a civil inquiry into possible overcrowding in sections of the Maracanã during Flamengo and Fluminense matches, covering fixtures from December 2025 to August this year. The clubs have 15 days to provide formal explanations.

According to Globo.com, the probe is led by the Grupo de Atuação Especializada do Desporto e Defesa do Torcedor (Gaedest), and examines tickets issued per sector against permitted capacity.

Flamengo’s highest home attendance this season was 72,481 present, 68,510 paid, in the 2-1 Libertadores last-16 win over Cruzeiro. Fluminense’s peak was 48,700 present, 45,195 paid, in the 3-1 Copa do Brasil last-16 defeat to Vasco.

Flamengo and Fluminense stage their home games at the Maracanã and administer it together as partners in Fla-Flu Serviços S.A.

The inquiry has also notified the Federação de Futebol do Estado do Rio de Janeiro, the Military Police stadium unit Bepe, and ticketing firms FutebolCard and Cognitive Ruptix Solution to give evidence.

Investigators have requested a sector-by-sector breakdown of all tickets issued, including sales, complimentary tickets and free admissions, plus the number of tickets actually used and present in each sector.

MP-RJ has asked whether there is any technical basis for discrepancies between tickets available per sector and access permitted above sector capacity, citing supporter safety as the aim.

Flamengo declined to comment. Fluminense said it had not yet been notified.
