Europe’s four biggest leagues called on Friday for fundamental reform of Fifa’s governance after the aborted plan to create a commercial company open to private investors.

According to Le Progres, the Premier League, La Liga, Serie A and the Bundesliga say reform is indispensable to restore clear statutory limits at Fifa and to ensure individual disciplinary cases are protected from political interference.

The push comes as Fifa president Gianni Infantino, weakened after pursuing the Fifa Forward Entreprise (FFE) project without consultation and seeking re-election in March 2027, offered on Monday to consult member federations on governance changes.

The leagues argue acknowledgement of the need for reform is not enough after the FFE affair, describing the project as among the gravest abuses of power in the body’s history. They propose a permanent body representing national associations, leagues, clubs and players in both the men’s and women’s game, fully informed on new initiatives and with a meaningful role in Fifa decision-making.

They add that any major Fifa proposal should rest on a clearly defined rationale, evidence and an independent evaluation, all published before any decision, considering players, clubs, leagues and supporters, and assessing the impact on stakeholders and football’s development. They also want Fifa’s regulatory role kept separate from its commercial function.

The leagues urge presidential candidates to commit to these principles and, within the first 100 days of the next term, to convene a governance convention chaired by an independent figure, bringing together member associations and the wider football community, with a public report due within six months.

Infantino is currently the only candidate for the 18 March 2027 vote, with nominations open until 18 November. Despite the FFE plan being withdrawn, UEFA, Concacaf and the AFC continue to call for his departure, and UEFA is preparing a complaint for “gestion déloyale” while seeking a rival candidate.
