That stance reflects the prospect of the Independent Football Regulator's backstop powers if the leagues cannot agree terms. The IFR is due to publish its State of the Game review in the coming weeks, which some believe could strengthen the EFL's hand.

EFL clubs have been cautioned that triggering the backstop could mean a wait of up to two years and an uncertain outcome. Clubs have been asked to give feedback on the offer before further meetings early next month, and the EFL declined to comment.
