The 66-year-old tactician has been gunning for a reunion with the former Napoli captain, who has been a free agent since leaving Toronto FC last summer. The diminutive attacker had offers from other Serie A clubs, but has thus far chosen to hold out for Lazio, who have been shackled by a transfer ban.

When Can Lazio Sign Insigne

According to Il Messaggero, Lazio are expected to be given the green light to resume their transfer activities at some point in November once their latest financial accounts receive the approval of the new supervisory committee that replaced COVISOC.

However, this green light could entail restrictions, forcing the club to maintain a zero-cost balance. In other words, the Italian capital side would only be able to spend funds generated through player departures.

Lazio Only Will Only Have Limited Resources in November

In this case, Lazio would be allowed to poach Insigne on a free transfer, but they will only be able to offer him a salary of €1.3 million for the rest of the season, as this is the sum that the club saved by offloading Nicolo Casale and Loum Tchaouna last summer. Nevertheless, the Euro 2020 winner is expecting more lucrative figures.

Lazio & Lotito Hoping to Escape Transfer Restrictions

Claudio Lotito may have a solution for this dilemma, as the hierarchy has been working on a plan to relieve the club from all transfer restrictions. Lazio are trying to boost their accounts through various streams of revenue, including a credit on TV rights (worth €12-13 million) and a potential shirt sponsorship deal for circa €5 million.

If this plan bears its fruits, Lazio would be able to offer Insigne a more enticing salary, but the latter will have to wait until mid-December for this potential scenario to ensue.
