Valencia CF plan ‘allows’ 29-storey tower at old Mestalla site

Valencia CF’s old Mestalla site has planning allowing an iconic tower of up to 29 storeys and 107.7 metres. El Español reports that the July 2024 urban fiches created an explicit exception to the usual limits.
Existing rules capped phase two at 22 storeys, according to a volumetric study by Tes Ingenieros for the site once the team move to the Nou Mestalla in summer 2027. The revision carves out a mixed-use landmark.
The city plenary approved the fiches in July 2024 with support from PP, PSPV-PSOE and Compromís, and a vote against from Juanma Badenas of VOX. The change lifts the cornice from 86 metres to almost 108, placing it fourth tallest and requiring a visual-impact study.
The exemption applies only to the iconic building, other parcels keep their height limits. Nearby streets face tighter rules, with Joan Reglà cut to 16 storeys along the frontage to aid integration.
The ATE modification also scraps the underground shopping centre, shifting all tertiary floor space to surface without altering the sector’s total yield.
Requested by Valencia CF after the previous ATE lapsed, it replaces an outdated approach seen in failed plans such as ADU Mediterráneo, which proposed escalator access from the street.
With almost 100,000 square metres of buildability and a valuation of around 150-170 million euros, the plot ranks among València’s largest pending deals, with CBRE handling the auction. The scale points to joint ventures and overseas funds, and it reopens debate over bespoke planning to fix private finances.
