United boss Eddie Howe has opted to stick with the 11 that beat Nottingham Forest at St. James' Park just before the international break.
But, in a boost for those in black and white, former Aston Villa midfielder Ramsey has been deemed fit enough to take a spot on the bench after missing the last four Premier League games through injury.
Nick Pope is in goal, with Kieran Trippier and Dan Burn flanking centre halves Malick Thiaw and Sven Botman.
Sandro Tonali, captain Bruno Guimarães and Joelinton all start after returning from international duty, as do the front three of Anthony Elanga, Nick Woltemade and Anthony Gordon.
Ramsey is one of a number of engine room options for Howe among the substitutes, with Joe Willock and Lewis Miley also named.
Emil Krafth and Fabian Schär provide defensive cover, while there is plenty of firepower waiting in the wings in the shape of Will Osula, Jacob Murphy and Harvey Barnes.
Aaron Ramsdale is the substitute goalkeeper.
