Filipe Silva, a PSP officer involved in assaults on two Benfica supporters in 2015 near Estádio D. Afonso Henriques, will serve a 200-day suspension after the Tribunal Central Administrativo Norte upheld a disciplinary sanction.
According to Glorioso 1904, the incidents occurred in May 2015 after a Vitória SC v Benfica match that confirmed Benfica as national champions. Footage from the time showed a 73-year-old father and his 42-year-old son being assaulted in front of relatives.
Beyond the disciplinary case, Silva had already received a three and a half year prison sentence, suspended, for the assaults and for offences linked to document forgery and prevarication, after he submitted an account later contradicted by video evidence.
The disciplinary proceedings were led by the Inspeção-Geral da Administração Interna and resulted in a suspension signed by the then Minister of Internal Administration, Constança Urbano de Sousa. The officer appealed that decision.
In upholding the sanction, the judges described the violence as disproportionate and said there was no justification for the PSP officer’s conduct, either in the assaults or in the subsequent account recorded in the incident report.
