Flamengo have lodged an official notice with the Agência Nacional de Regulação e Sustentabilidade do Futebol, ANRESF, on Tuesday 18, seeking a rigorous review of Vasco’s court-supervised recovery and its pursuit of emergency funding for basic operations.

Flamengo argues the situation requires immediate regulatory action. It calls for tougher financial fair play rules, including a ban on registering players while unmet financial obligations remain during judicial recovery.

The club also contends that emergency funding should preserve basic operations, not underwrite heavy squad spending. In its view, using crisis-era resources to inflate a squad distorts the economic balance and creates an undue advantage.
