France’s interior minister Laurent Nuñez told the Senate his Ripost bill aims to punish troublemakers individually and to avoid dissolving ultras groups, as the Magic Fans and Green Angels await outcomes.

The Saint-Étienne groups remain in limbo after appearing before the national advisory commission on 13 April. According to Le Progres, the legislation is moving forward, with the Senate voting on Tuesday to widen administrative stadium bans.

Deputy Pierrick Courbon said the process is far from finished and warned parliamentary congestion could push the National Assembly debate to the autumn, though it is currently slated for late June or early July.

Nuñez set out a preference for penalising individuals and for avoiding group dissolutions where possible. He noted that some dissolution cases launched in the past had not been taken through under his tenure and said he is seeking a balance between targeted measures and the simpler option of disbanding groups.

Courbon welcomed the move away from collective punishments but cautioned that administrative stadium bans are not court rulings, lie with prefects, and raise legal and ethical concerns. He urged vigilance over the scope of individual sanctions.

Two days after fresh disorder in Nice and Nantes, Nuñez still argued for starting with individual sanctions. He added that dissolving the Brigade Loire in Nantes would be easier administratively, yet the bill proposes individual penalties, and he said the ministry would still pursue groups if required in the name of public order.
