Sunderland, Leeds United and Premier League rivals could face law changes, with IFAB set to bring in measures on VAR and time-wasting from this summer and into 2026/27.
Sunderland Echo reports the package was approved at IFAB’s recent meeting at Hensol Castle in Wales ahead of the North American World Cup.
VAR will be allowed to review second yellow cards to prevent wrongful dismissals, but not missed second yellows. It can also correct clear mistaken identity. Corner awards will be checked at the World Cup, though the Premier League is not expected to adopt that in 2026/27.
DOGSO has been expanded so a red card can follow if a foul stops a fast counter where a pass to a team-mate offered a clear chance. If advantage brings a goal, no yellow follows.
New countdown limits target restarts. Goalkeepers have eight seconds to release the ball, otherwise a corner is given. Exceeding goal-kick or throw time will give opponents a corner or throw.
Players withdrawn must leave within 10 seconds of the board, or their replacement waits 60 seconds or until the next stoppage, temporarily leaving teams short. Those treated off must remain off for one minute, not 30 seconds, with exemptions for cards against opponents, penalties and goalkeepers.
Only captains should approach the referee on decisions. A daylight offside trial backed by Arsene Wenger is under way in Canada, and is not expected to be considered in the Premier League before 2027/28.
