However, negotiations with Palmeiras have proven difficult.
According to Gianluca Di Marzio of Sky Sport, the Brazilian club are asking for at least 30 million euros.
West Ham United recently approached Rios but the player rejected them, favoring a move to Serie A instead.
Di Marzio claims that Roma and Rios have already an agreement and that the player is willing to wait for now.
