According to Superdeporte, Valencia city council and Valencia filed closing submissions weeks ago in the case on the Nou Mestalla planning licence, planned for summer 2027, both defending it and rejecting Libertad VCF's challenge.

The council says the site attained full building status in the 1990s after the area plan was executed, with urbanisation finished in 1999. It adds construction can proceed alongside ancillary works if occupation waits until completion, as the approval requires.

Valencia maintains the licence is lawful, noting the plot has held that status for more than 18 years without objection. The club also cites the long-standing concrete shell on the site as supporting the development.

It rejects the need for a standalone action programme, arguing the municipal licence suffices and no extra instrument is required. The approval bars any use of the ground until the necessary urbanisation is complete.

Procedurally, Valencia accuses the claimant of altering its case at the conclusions stage by adding new legal grounds, which it deems improper. It repeats there is no basis to annul the licence and says the project has complied with applicable planning rules.

Libertad VCF responds that the ATE framework, not the Ademuz partial plan, applies, so earlier permits do not validate the current licence. It argues required urbanisation remains neither executed nor secured by a bond, and that public interest is not safeguarded. Both sides frame the dispute as planning law, with a ruling expected in spring from April.
