EFL tighten regulations for new season following Southampton ‘Spygate’ scandal | OneFootball

The English Football League has tightened rules and clarified clubs’ duty of good faith ahead of the new season, after Southampton admitted spying last term, according to NY Times.

Southampton were expelled from May’s Championship play-off final after an intern was caught watching Middlesbrough’s training. Middlesbrough were reinstated to face Hull City in the final.

Saints were charged with breaching Regulation 3.4, which requires clubs to treat each other and the league with utmost good faith, and Regulation 127, which bans observing a future opponent’s training within 72 hours of a fixture. The EFL has amended 3.4 to align with updated financial rules, and the change will also capture similar conduct.

A new guidance note under 3.4 stresses that clubs must disclose, clearly and accessibly, all material facts, documents and information the league reasonably needs to apply its rules. Last season’s version also referred to the Club Charter requirement.

An independent commission heard that Southampton’s initial response on eight May contained inaccurate information. The club first said no video was recorded or shared, then accepted that it had been. They also admitted spying on Oxford United and Ipswich Town during 2025-26.

Head coach Tonda Eckert was charged by the FA in July with three breaches of Rule E3.1 relating to bringing the game into disrepute. Punishment is pending. At a fans’ forum last week, chief executive Phil Parsons said lawyers were discussing a timeline, adding it was not imminent and that a September hearing might occur.

Southampton were also docked four points, to be applied to the 2026-27 Championship season. They beat Colchester United in the Carabao Cup first round on Saturday and will face Watford on Sunday in their league opener.
