Elland Road plan could spark Leeds’ next major regeneration

An updated planning blueprint for the 30-acre Elland Road area is set to go before senior councillors next week. It aims to guide regeneration across the site.
Coun Jonathan Pryor, Leeds City Council’s deputy leader for economy, transport and sustainable development, said the site offers a once-in-a-generation chance to create a year-round destination while improving infrastructure.
The final draft would be the first planning guidance for the area since 2007, following a public consultation last summer. The executive board will hear it could deliver a multi-billion-pound boost and around 2,000 homes, plus new leisure, education, public realm and commercial opportunities.
Earlier this month a planning application to expand Elland Road to around 53,000 was deferred to the chief planning officer for approval. The plans cover redevelopment of the west and north stands and would increase attendance by about 15,000.
Acceptable uses outlined include a community sports arena, hotel accommodation and workspaces, along with educational facilities linked to sport, health and wellbeing. Any schemes would require planning permission and further public consultation.
Subject to approval, long-term options for park and ride in South Leeds would also be explored, as the current site is expected to be redeveloped in future.
