Flamengo have briefed their players on Conmebol’s new refereeing rules for the Libertadores, effective from the round of 16.

According to Globo.com, the club held a talk at Ninho do Urubu last week, with explanations, translations and a Q&A for the entire squad.

Approved by IFAB in February, the measures have already featured at the World Cup and will be adopted in most competitions from July. Conmebol and UEFA will not adopt the ‘Lei Vini Jr’, which is not mandatory.

They target time-wasting. At the 2022 World Cup, matches averaged 100 minutes including added time, with an average 42 minutes lost to dead balls.

For throw-ins, if the referee detects deliberate delay he will start a visible count of five seconds using his fingers. If it expires, possession switches and the opponents take the throw.

For goal kicks, the same five-second count applies. Failure to take it in time results in a corner to the opposition.

In substitutions, the outgoing player has 10 seconds to leave after the board is raised, with the referee signalling the final five seconds. Players clearly unable to exit through injury are exempt. Otherwise the replacement must wait one minute to enter, leaving his team short.

Any player treated off the pitch must now remain out for at least one minute. VAR’s remit expands to correct a clearly wrong corner and to flag an accidental second yellow that would expel a player, with no monitor review required.
