Flamengo council approves professional management overhaul and power changes | OneFootball

Flamengo’s Deliberative Council has approved a statutory reform that formalises a professional management model. It passed with 92.39%, 643 votes, with 47 against and six abstentions.

According to Globo.com, the draft was produced by a Permanent Commission and presented by president Bap in June. Councillors were split, supporters sought to update the 1992 statute, opponents feared more power for Bap and less transparency.

The reform separates governance, oversight and execution, putting daily operations under a professional board of paid executives chosen on technical criteria. Two posts lead it, a Director-General for corporate management and a Director of Football for the first team and academy.

It also creates a Conselho Gestor, COGE, to supervise the board, comprising the president, vice-president, a Procurador-Geral and between nine and 12 members appointed by Bap for three-year terms.

Bap may appoint and dismiss these members, who must report authorisations and changes to him. The text absorbs councillors’ suggestions but preserves presidential approval or veto on several matters, especially football.

Specific vice presidencies will be abolished. The annual budget will sit within a three-year plan, plus a five-year projection and performance indicators.

Rules on nepotism and on admitting former elected officials into the professional structure are revised. The reform does not turn Flamengo into a Sociedade Anônima do Futebol, the club remains an association.
