Lotito ‘to push’ Parliament to ease rules hitting Lazio transfers | OneFootball

Claudio Lotito says Italy’s football finance rules need updating so Serie A clubs can compete economically with Europe, and he says he will try to press Parliament.

“The rules apply, but they need to be changed, and Parliament can do that. Do you think it is normal that players in other leagues can be bought outright at any time of the year, while we, who are supposedly the scientists, cannot?” He was speaking to Il Corriere dello Sport.

“If a player costs €10 million here, you pay more than €12 million once VAT is added, and then there is the bank guarantee. It puts us at a disadvantage and encourages clubs to buy abroad, where less cash has to be paid upfront.”

Lazio have wrestled with these regulations for years, and were barred from signing new players in summer 2025 after failing to meet financial parameters.

The framework has since tightened, lowering the cost-to-revenue ratio to 0.7, which limits spending to 70% of revenue on salaries, transfer fees, player amortisation and other squad costs.

Last summer they avoided another ban but ran a net-zero window after missing the 0.7 threshold, spending only what fresh income allowed.

They still reinvested sales, notably Mario Gila’s, to bring in Davide Frattesi, Josip Sutalo and Albert Gudmundsson. Lotito is also a Forza Italia senator, a role that could help him argue for reform.
