Manchester City have been found guilty on all but one of 115 Premier League finance charges by an independent panel, The Athletic claims.

The charges, first published in February 2023 and denied in full by City, cover illicit financing, non-cooperation and breaches of Premier League and UEFA finance rules.

Sanctions have not yet been set and nothing is off the table. Penalties could include fines, a points deduction or Premier League expulsion, and could be combined. City are expected to appeal any punishment, and penalties could be imposed while an appeal runs.

The wider impact for rivals, including Leeds United, over potential compensation claims is unclear at this stage because punishments have not been confirmed. If a guilty verdict is formally issued and upheld, some clubs could argue loss of earnings.

A Manchester City spokesperson said the Premier League process remains ongoing, confidential and incomplete, and that the club’s position is unchanged. The spokesperson added the club has respected due process and expects an independent, impartial and fair regulator. At the time the club said it was surprised by the alleged breaches, pointed to extensive engagement and documentation supplied to the league, and welcomed an independent commission to assess what it called irrefutable evidence.
