Why Mousa Al-Tamari’s goal was disallowed in Nice v Rennes

Mousa Al-Tamari saw a potential 3-0 for Rennes at Nice chalked off for encroachment in the 25th round of Ligue 1.
At the Allianz Riviera in the 36th minute, Estéban Lepaul’s penalty was saved by Yehvann Diouf and Al-Tamari headed in the rebound. According to L'Équipe, the Jordanian winger had been inside the D when the kick was taken, so the goal did not stand.
IFAB Law 14 requires all players except the taker and goalkeeper to be at least 9.15 m from the spot, behind it, outside the penalty area and outside the arc. A player positioned in the arc is deemed within 9.15 m, which is an infringement.
Referee Romain Lissorgue did not order a retake. Instead, he awarded Nice a free-kick, as prescribed by the Laws of the Game for that offence.
Rennes were leading 2-0 at the time, so the decision meant the scoreline did not immediately change.
