How foreign-player cap change could shape Flamengo’s next window | OneFootball

Flamengo opposed a move to cut the foreign-player quota from 2027 and already exceed today’s cap, a scenario that could shape their next transfer window.

According to Globo.com, clubs in Série A and B have approved reducing the matchday limit from nine to eight for 2027. With 10 foreigners, Flamengo are already required to omit one in Brazilian league games.

The 10 are Rossi, Varela, De la Cruz, Saúl, Pulgar, Arrascaeta, Plata, Valencia, Joaquín Freitas and Carrascal. Arrascaeta and Rossi sought Brazilian citizenship, but neither completed the process.

The overrun followed the collapse of Plata’s move to Dynamo Moscow, the Russian club said he failed his medical, news that arrived just after the signings of Valencia and Freitas.

Some exits are possible next season. Plata still has a market and pursued a move after leaving Russia without success. Saúl may depart if minutes are scarce, while De la Cruz has been used sparingly for physical reasons and could be sold to recoup part of the fee.

Pulgar has renewed until the end of 2028 and, like Arrascaeta, is seen as non-negotiable. Rossi is in talks over an extension. Varela is contracted until December next year, and Carrascal has regained importance after an uneven start.

Valencia and Freitas are medium to long-term projects. After frustration in pursuits of Luiz Henrique and Thiago Almada, Flamengo turned to young South American targets. In the academy, Juan Sayago arrived from River Plate and wears the under-20 No 10, while Mexican Diego Reyes also joined in 2026.

At Monday’s meeting in Rio de Janeiro, president Bap argued to relax the 12-game intra-league transfer limit and asked for a vote. CBF declined as it was not on the agenda, and he then voted against the foreigner cap and the gradual rise in under-23 list spots. The federation will assess his proposal later.
