Manchester City have lodged an appeal after being found guilty of 114 financial breaches out of 115 charges by the Premier League’s independent commission. The move triggers the next, more complex phase under league regulations.

The club said in a statement that it is challenging the ruling on grounds including errors of law, flawed principles and misjudged evaluation of facts and evidence, adding that it holds material to support the case. The appeal proceeds to a separate, independent board of three members, chaired by a former judge and appointed by the independent chair of the league’s judicial panel. The board will reconsider the decision in full, not only the sanction.

Premier League rules set a strict timetable. The hearing should last no more than five days, after which the board has 30 days to issue a reasoned outcome. All appeal procedures must conclude within 12 weeks of submission.

With City filing on one October 2026, the review is due to finish by late December 2026, with the final decision expected at the start of 2027.

Three outcomes are possible. The board could allow the appeal and overturn all findings, it could dismiss it and uphold all breaches, or it could amend the decision by striking out or reclassifying some charges.

No sporting sanction can be applied while the appeal is active under English rules. Any punishment, which could range from a points deduction to relegation, will be set only after the board’s final decision.
